To achieve ENERGY STAR certification, project teams must hire a certified Rater and engage an EPA-recognized Multifamily Review Organization (MRO) to manage verification and documentation. During the design phase, whole-building energy modeling must demonstrate that the proposed design exceeds the ASHRAE 90.1 baseline and meets ENERGY STAR standards. Throughout construction, the Rater conducts inspections and testing to verify performance. Upon project completion, the MRO reviews all documentation, and if all requirements are satisfied, the project is awarded ENERGY STAR certification.
