Needs Assessment: CNA, PNA, & IPNA

Explore

Understanding a building’s long-term financial and operational needs is essential for sustaining property value, ensuring compliance, and optimizing performance. At EN-POWER GROUP, we provide Capital Needs Assessments (CNA), Physical Needs Assessments (PNA), and Integrated Physical Needs Assessments (IPNA) to help property owners, developers, and housing agencies make informed decisions about maintenance, upgrades, and energy efficiency investments.

A Capital Needs Assessment (CNA) evaluates the structural, mechanical, and financial requirements of a property over a 20-year period, ensuring effective budgeting for immediate, short-term, and long-term asset management.

Our Assessment Services Include:

  • Comprehensive building evaluations – Assessing the condition of structural, mechanical, and energy systems.
  • Long-term capital planning and budgeting – Developing a strategic financial roadmap for future upgrades.
  • Energy efficiency and sustainability recommendations – Identifying improvements to enhance performance and reduce costs.

Our Physical Needs Assessments (PNA) builds on this foundation by incorporating cost-effective energy efficiency and sustainability measures into future capital plans.

The Integrated Physical Needs Assessment (IPNA) is intended mainly for affordable multifamily building owners looking to access NY States housing authority preservation programs and funding, and must adhere to standards developed by the NYC Housing Development Corporation (HDC), New York City Department of Housing Preservation and Development (HPD), New York State Homes and Community Renewal (HCR), and New York State Energy Research and Development Authority (NYSERDA). The IPNA includes all of the information captured in typical CNAs and PNAs, while also including additional assessment of water, health, and environmental hazards.

EN-POWER GROUP follows the ASTM E2018-15 Standard for physical needs assessments and the Integrated Physical Needs Assessment (IPNA) Standard for New York City and State Low/Moderate Income Multi-Family Buildings, ensuring a thorough evaluation of capital expenses and industry accepted survey methods. As an HDC, HPD, HCR, and NYSERDA pre-qualified firm, we assist clients in meeting HUD, state, and local compliance requirements while maximizing funding opportunities for rehabilitation or redevelopment projects. Our team delivers customized assessments that balance operational efficiency, sustainability goals, and financial feasibility to support long-term property resilience.
